Policy And Progress: How The CCA Is Advancing The Interests Of Regional Carriers

This past week, in my role as Secretary to the Board of Directors for the Competitive Carriers Association (CCA), I had the honor of attending a board meeting in Washington, DC. Representing IDI Billing Solutions, an Associate CCA member dedicated to supporting the wireless telecommunications industry in rural and small metropolitan areas across the United States, I found the experience enlightening. Not only was it invaluable to engage with regional carriers and hear firsthand about the challenges they face, but we also had the privilege of being joined by Austin Bonner, the White House Deputy Chief Technology Officer for policy. Her genuine, engaging approach left a lasting impression. 

Real-Life Struggles Of Regional Carriers 

Listening to the regional carriers speak, I was struck by the range of issues they grapple with daily. From funding for the Rip and Replace program, which aims to replace equipment from companies deemed a national security risk, to the complexities of licensing and permitting, the challenges are multifaceted and significant. 

One major topic was the Broadband Equity, Access, and Deployment (BEAD) program. Carriers voiced their concerns about the definitions and criteria used in the program, which can sometimes create more obstacles than solutions. The conversation then shifted to the 5G Fund, highlighting the urgency of deploying next-generation networks to underserved areas. 

Engaging With Policymakers—A Genuine Interest In Understanding 

Throughout the discussion, Austin Bonner was not just a passive listener. She was engaging, honest, and genuinely interested in understanding the issues. Her first comment after being introduced to the group was “What issues are you facing on the ground and where do you need help?” This question set the tone for a dynamic and productive discussion, and her willingness to delve into the details and ask follow-up questions demonstrated a real commitment to addressing the concerns at hand. Her approach was not just about ticking boxes or making empty promises; it was about fostering a genuine dialogue and seeking practical solutions. 

The Value Of Being Part Of The CCA 

This experience reinforced the importance of being part of the Competitive Carriers Association. The CCA provides a vital platform for regional carriers to voice their concerns and engage with policymakers at the highest levels. If you’re involved in the telecommunications industry and aren’t already a member, this is just another example of why you should consider joining. It’s an invaluable resource for staying connected, being heard, and making a real impact.  

A Final Thought  

Ultimately, for me, this Board meeting was more than just a routine event. It was a testament to the power of open dialogue and the critical importance of having a platform to voice our industry’s concerns. Austin Bonner’s approach was a breath of fresh air, demonstrating that with genuine engagement, meaningful progress is possible. 

Regional carriers face numerous challenges, from funding and permitting to navigating complex regulations. However, by actively engaging with policymakers and participating in organizations like the CCA, there is a clear path forward. Being part of this conversation was a privilege, and it reinforced my belief that together, we can tackle the complexities of our industry and move towards a more connected future.
