Telecom Trends and Challenges: Reflections from CCA’s 2024 Annual Conference

I just got back from CCA’s Annual Conference in Amelia Island, and let me tell you, it was an eventful few days. Having been involved with CCA for almost 20 years, I always find these conferences to be a great opportunity to connect with industry leaders and dive into the challenges and opportunities that lie ahead. IDI Billing Solutions has been a committed partner to the CCA community, and I’m proud of the role we play in helping bring the next generation of telecom services into the communities our carriers serve.

Here are my key takeaways from this year’s conference:

Rip and Replace – We’re Still Waiting on Washington

One of the most talked-about topics at the conference was the Rip and Replace program. As many know, this initiative is critical for many rural carriers trying to remove Chinese telecom equipment that’s been deemed a security risk. Unfortunately, the program is still $3.08 billion short of the funding it needs.

With Congress running out of days in session before the election, we’re at a bit of a standstill, and it’s worrying. If the stalemate continues, rural carriers are facing the real possibility of losing critical infrastructure. We’re talking towers going dark in areas that rely on them for basic services like 911.

This was a major focus during the keynotes, sessions, and just about every conversation on the show floor. It’s clear everyone is waiting to see what Congress will do—if anything—before it’s too late.

Affordable Connectivity Program – Funding on the Brink

Another hot topic was the Affordable Connectivity Program (ACP), which helps low-income households afford broadband. Right now, it’s in trouble because Congress hasn’t approved additional funding. Without it, millions of Americans—about 23 million households—could lose access to affordable service.

This is a big deal for CCA carriers, especially those of us working in rural areas where affordable connectivity is often the only option for staying connected. Everyone I spoke to agreed that Congress needs to act fast, or we risk leaving too many families behind.

Diversification & Convergence – Telecom is Evolving Fast

If there was one overarching theme from this year’s conference, it was that telecom is evolving, and it’s happening fast. CCA carrier members are breaking down barriers, and we’re seeing a real convergence of service delivery methods across the board. Mobile wireless, fixed wireless, fiber broadband—it’s all coming together as we look for ways to bridge the digital divide.

CCA is embracing this shift by welcoming Fixed Wireless providers as new Carrier Members, which is a smart move. Together, we’ll have a stronger, unified voice as we continue to push for solutions that can deliver reliable service to some of the most remote areas in the country.

At IDI, we’ve been committed to supporting our CCA partners with the tools they need to stay ahead of these changes. This is a really exciting time to be in telecom, and there’s a sense of optimism about what we can achieve together.

Perspectives on Washington – What’s Ahead for Our Industry

One of the standout moments for me was the keynote panel, “Perspectives on Washington: Navigating the Road Ahead.” Leaders from ATM International, Southern Telecom Inc., T-Mobile, and the FCC sat down for a lively discussion about some of the biggest issues we’re all facing.

There was a lot of talk about how long the legislative process takes and what it means for the future of telecom. Technology is moving fast, and the panelists acknowledged the tension between rapid innovation and slower regulatory change. And while no one wanted to dive too deeply into the upcoming election (smart move!), it’s clear that it’s going to have an impact on our industry.

One thing that came up repeatedly was the positive work being done on Capitol Hill by Tim Donovan, CCA’s President and CEO. He’s been a tireless advocate for all of us, and it’s clear his efforts are making a difference as we push for solutions that benefit CCA members.

Looking Ahead – Building A Better Experience Together

The CCA Annual Conference gave us plenty to think about. As we look ahead to the Spring 2025 Mobile Carriers Show, I’m feeling energized about the future. Yes, there are challenges, but there’s also immense potential. With continued collaboration, innovation, and advocacy, I’m confident that we can overcome these hurdles and seize the opportunities in front of us.
